Can I claim my sister as a dependent if I prove more than 50% of her support but she lives in Mexico? Can I get the ITIN number for my sister and claim her as a dependent if she is Mexican citizen that lives in Mexico and I provide more than 50% of her support?

Yes, you can claim your sister as a dependent. However, the IRS will give the final approval, after you submit your income tax return.
