Can I claim my granddaughter (born 4/9/18, lived with me 1 month in '18) for EIC & CTC? My daughter said i could, Mom & alleged dad not married, paternity not establish

My daughter is not required to file and give me permission to claim her daughter, she was born in April 2018 and lived with me approx 1 month.  My daughter is unmarried and paternity has not been established.  I've helped my daughter financially with the baby since she was born.

The fact that she gave you permission is not sufficient.  The rules must be followed. See below.

No.  She did not live with you long enough. The general rule is the child must live with you more than half the year. For a new born she must live with you half the time since being born.

The other issues, paternity and support, are not relevant if the residency test is not met. 

While it's true that  child can be the “qualifying child” dependent of any close relative in the household, e.g. a grandparent; they must share that home for more than half the time to qualify for CTC and EIC
