Can I allocate 100% of my shared 1095-A to my 26 year old who is a pt student and therefore not included as a dependent on my taxes? I think we would both come out ahead?

Yes, you can allocate any percentage that you both agree to. You may want to work it out in advance to see how it is most beneficial.
