Box 18 on my W2 is blank, but I have a value on box 19. what should i do?

Those boxes are for local wages and local income tax withheld.

You should enter the information identical to the copy of the W-2 that you received from your employer because the IRS does receive the same information.

If you feel that there maybe an error you should verify with your employer before filing your taxes because they may need to provide you with a corrected W-2 (W-2c).
