Box 16 is blank on w2 form

Box 16 on my W2 is blank. In addition Box 15 is also blank but does show total state under the ID. Turbo tax puts NJ in box 15 however. I live in NJ but work in PA. Do I leave NJ in box 15 and list total state as the ID? boxes 17 and 18 do show state income tax and local wages listed.

If there was state tax withheld in box 17 then the employer must provide the state ID and their state tax number in box 15 and the amount of state wages in box 16. Ask your employer for a corrected W-2.

What if my employer says they won't send one that I need to do a 1040NR? I've been emailing them the past week about it they refuse to send a corrected W-2.
