Your fees for using online TurboTax software are the same whether you e-file the return or mail it in an envelope. The fee was not for e-filing. The fee was for using the software to prepare the return and do all of the calculations for you according to your state's tax laws. TT does not give you a refund if you cannot e-file the state--you still have a state tax return that has been prepared and you can file it by mail.

There is one free state program download if you were using the TurboTax desktop CD/Download editions installed on your personal computer.
You are using the TurboTax online web-based editions. The state program when used with the Deluxe edition or higher is an additional $59.
There are no e-file fees when using the TurboTax online editions, federal or state.
The TurboTax online account fees are for the use of the software to assist in completing a tax return. The account fees are the same whether the tax return is e-filed or printed for mailing.
