Why is 2018 Form 4562 available on the IRS’ website, but TurboTax says it won’t be available until 1/31/19?

Because the paper version and electronic versions are totally different. There is a long process for the IRS to write the electronic specifications for the form, make that available to e-file companies, and then approve the e-file companies e-filed form before it is approved for filing.
