Automatic extension for filing taxes in Disaster areas. File but pay later?

I live in San Diego which has an automatic filing extension till October 16th. I believe it is a filing AND payment extension for all residents (regardless of direct impact to flood), right? CA state also has the same extension. So I am due to receive a refund on my state (which requires sending in your federal return) but due a payment on my federal return. Can I file my federal return now (so I can get my state refund) but pay my federal payment in October? Technically, this should not incur any penalties, right?
