As a nonresident do I need to pay the $82.00 due on my AL income taxes?

Yes, if you owe the state of Alabama for taxes, you should pay even if you are a non-resident. They can hunt you up and if they do, they will most likely send you a tax bill as if you were a resident, plus penalties and interest for not filing.
