Should a 60 year old inmate file taxes? They have a payout from an annuity in order to pay child support. The payout was not taxed on the 1099-R and the total amount for the year is $2200. The Turbo Tax feedback when the data was plugged stated: "This is a situation we don't see often - you don't owe money and you aren't getting a refund." Are they still required to file?
