Yes, they are. The deadline for insurers, other coverage providers and certain employers to provide Forms 1095-B and 1095-C to individuals is January 31, 2020.

Was just told by Medicare online chat at Medicare.gov that if you have had Medicare coverage for the full year that they don't issue 1095s. The say that the Medicare card is proof of coverage. Note that I also have supplemental coverage and they have told me that they don't issue the forms and that I should go through Medicare.
The IRS has extended the due date on getting the 1095-B to individuals like you.
"The due date for furnishing Form 1095-B to individuals is extended from January 31, 2020, to March 2, 2020." See the IRS Instructions for the 1094-B and the 1095-B.
However, in the next paragraph, the IRS noted that it would not always impose a penalty on a health organization failing to provide the 1095-B.
In any case, it ultimately does not matter if you receive the 1095-B or not, because you do not have to enter it into TurboTax anyway.
The comment by the supplemental insurance company makes sense as they are not the ones providing the essential coverage that qualifies under the Affordable Care Act, Medicare is.
