Amended Tax Return Not Received

I had filed an amended Tax Return for 2021 in March of this year (2022) through TurboTax.  The return was received on 3/25/22.  My tax record was adjusted on 6/17/2022, and the status is showing as "completed" on 7/8/22.  I have tried contacting the IRS several times as to the status of the money that is owed to me, and have only been able to get through once.  This was in late August where all they did was confirm that it was received, adjusted, and completed, and I should receive a notice and/or check in the mail as to the result (they couldn't tell me when or if said notice was sent).  I explained that I received neither, and they advised to continue to wait, and call back if not received in a week.  I never received it and called them several times and am never able to get through.  I downloaded a copy of my transcript and confirmed the amount owed is showing on there (around $1,300) with a negative balance.  My questions are as follows.  1) Do I have any recourse in this case to get my money?  Are there any avenues I can take to receive the funds (other than calling the IRS) as this was never received on my end?  Are there any penalties that can be levied against the IRS for holding on to my money?  Calling the IRS is useless and if you are lucky enough to get connected, they don't give an answer and just say to call back later.  2) IF I never receive the check or funds, can I claim it as a credit owed on my taxes next year?  Since we are rapidly approaching the end of the year, I am almost willing to wait until I file next year to get the money owed to me, if this is possible.  Thanks.

Amended Tax Return Not Received

Only the IRS controls when and if a tax refund is Approved and Sent.

Call the IRS:  1-800-829-1040  hours 7 AM - 7 PM local time Monday-Friday

When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.

So after first choosing your language, then do NOT choose Option 1 (refund info).  Choose option 2 for "personal income tax" instead.

Then press 1 for "form, tax history, or payment".

Then press 3 "for all other questions."

Then press 2 "for all other questions."

- When it asks you to enter your SSN or EIN to access your account information, don’t enter anything.

- After it asks twice, you will get another menu.

Then press 2 for personal or individual tax questions.

Then press 4 for all other inquiries.

It should then transfer you to an agent.

Or you can contact your local IRS office.  See this IRS website for local IRS offices - http://www.irs.gov/uac/Contact-Your-Local-IRS-Office-1 or call 1-844-545-5640 to set up an appointment

Or you may want to contact a Taxpayer Advocate in your area.  See this IRS website for Taxpayer Advocate in your area and a toll free number - http://www.irs.gov/Advocate/Local-Taxpayer-Advocate

Thank you.  Appreciate the contact method, however, I still have the same issue with trying to contact them this way where I am consistently met with "We're sorry... we are experiencing extremely high call volume, please call again later".

Is there any information you have regarding the second part to my question?  Am I able to put the money owed as a credit somewhere on my taxes when I file next year for 2022?

At this point, getting a hold of them is impossible, and I am content on waiting until we do next years taxes, provided I can enter the money owed somewhere so we can have it in our next refund.
