Am I not allowed to fill out a K1 without upgrading? It says recommended, not required, but it won't let me proceed

In order to enter your K-1, you will have to upgrade from Deluxe to Premier if using TurboTax Online. As an alternative, you could download/install TurboTax Basic to your computer. This version will allow you to enter the K-1.

Turbo Tax is requiring me to upgrade to the "deluxe" version because of a Form 5329 that I do not need to fill out and will not let me delete it in the tax tools delete.
