this relates to the 3rd stimulus.  did you get everything you were entitled to? if yes, then you will not be receiving any "plus up"

My income did drop from last year and i had a child in 2020

@bctell - incomind dropping from 2019 to 2020 and a new born is all part of the 2020 tax return where the 1st two stimulus checks are reconciled.  

The Plus up relates to the 3rd stimulus where folks didn't get all they were supposed to.
