Per the Virginia Department of Taxation website, here is where you should mail your returns if you are paper filing:

The mailing address should populate within the instructions when you print your return from TurboTax.  To retrieve this information, click on Tax Tools on the left side of the online program screen, next Print Center.  Then click on Print, save or preview this year's return.  Be sure to include TurboTax worksheets, then View or print forms.
