Aca no penalty Trumps directive

My wife has not had coverage at any this year with the exception of eye and dental. Does Trumps directive cover 2016 or just 2017? How do I file this so that I am legal in the IRS judgment?

The penalty is for the tax year 2016, in 2016 the aca was still in affect so you will have to pay the penalty if one is given.
