It is not possible to pay your federal taxes directly from your state refund. It never has been, regardless of what software you prepare your taxes with.
The amount that I received for my State refund has the $520 deducted so TurboTax kept the $520 and never gave it to the IRS
When you owe taxes to "any" taxing authority, TurboTax does not, can not, and will not be a middleman in that transaction. So there is no way possible that TurboTax has your money.
Maybe you elected to pay your TurboTax fees from your refund? I'm not sure if you can elect that option to pay TurboTax from your state refund. I know you can from your federal refund. But if you owed the IRS, then there's no way you elected to pay your TurboTax fees from any federal refund since you did not get a federal refund.
You could NOT have requested the federal refund be paid using the state refund since you cannot do that in any way, shape or form. That was NOT an option in the FILE tab of the program. What you may have seen was the summary of the net of the refund and balance due overall but that was not an option given in the FILE tab step 2. In step 2 of the FILE tab you had to make any option on how to pay the federal balance due and paying from the state was not an option you were presented. You can open the return and look at the FILE tab again if you like but you DO owe the IRS so pay up ASAP to stop the penalties and interest from accruing further. Log in, scroll down and click on ADD A STATE to go back into the program and review the FILE tab step 2 again.
