Turbotax electronic filing requires payment upon filing. How can I file by 15 April but delay payment to 15 July 2020 without incurring penalties?

The payment upon filing is for your TurboTax preparation fees. You can select the date you would like the IRS to withdraw the payment for the tax you owe. Instead of putting in April 15, 2020 you would input July 15, 2020. You will not be charged interest or penalties.
Turbo tax is not accepting a 15 Jul 2020 to make federal tax payment. Am at screen called "Choose Direct Debit Date". It states: Since you are filing your return before April 15, 2020, enter a date that is both:
- On or after today's date (as set in your computer)
- On or before 04/15/2020
I put in 07/14/2020
Turbotax will not accept 07/14/2020

That is because the software has yet to be updated with the new dates. If you want to file now you will have to select to pay the taxes owed with a check to be mailed which does not require a date. Then e-file the tax return. Do not pay with a check. Go to the IRS payment website and pay the taxes owed on or before July 15, 2020 - https://www.irs.gov/payments
I have already filed my tax return with a 15 Apr pay date to the IRS. How can I change this date to 15 Jul? Do I have to cancel the payment and refile?

You will have to cancel the payment and then pay the federal taxes owed on the IRS payment website on or before July 15, 2020.
IRS website for information on canceling a direct debit payment -https://www.irs.gov/payments/pay-taxes-by-electronic-funds-withdrawal
Go to this IRS payment website and choose Direct Pay - https://www.irs.gov/payments
Is this apply to STATE return as well? Is Turbo Tax plan to update their software to fix this bug?
