8915-F Part 1 of form

My turbo tax desktop is updated. It previously said I would be able to file 3/9/23 when the form is available. When will Part 1 of Form 8915-F be finalized?

I live in an assisted living facility in Michigan. I am trying to claim the Homestead Property Tax Credit. On the MI-1040CR form do I fill out Part 4 or Part 5:
