529 (California plan) Rollover to Roth

How do I report the 529 rollover to Roth on the Federal return and the CA return?  I meet all the requirements for the rollover to be tax and penalty free on the Federal side.  My understanding from reading last year's comments on this forum, is that it doesn't have to be reported on the Federal return and should be left off. But, needs to be reported on the CA return under "adjustments".  Is this still the case?

Yes, that is still the case and yes, you are correct - a 529 Plan rollover to a Roth IRA does not need to be (and should not be) reported on your federal tax return if it meets the requirements for a non-taxable transaction.  529 plan rollovers to a Roth IRA are taxable in California, even if they are tax-free for federal tax.  California considers 529 to Roth rollovers as non-qualified withdrawals; therefore, the earnings portion is subject to state income tax and a penalty of 2.5% for a non-qualified withdrawal.  

 

To enter the adjustment to add the taxable portion to your California State Tax Return, while in your California return do the following:

 

  1. Navigate to Here's the Income that California Handles Differently.
  2. Scroll down to the Miscellaneous section.
  3. Select the Expanded use of 529.
  4. Answer the question about  elementary school 
  5. Next you will be asked for the Income Excluded from your Federal Adjusted Gross Income. Enter ONLY the taxable portion of the distribution.

Thank you so much @DavidD66, this is exactly what I read previously.  One more question, do I still need to show the transfer amount as a Roth IRA contribution in the IRA section?  I'm thinking no because there's no deduction/credits for Roth IRAs but I should keep the 5498 IRA contribution form I received from Vanguard for record keeping. Does this sound right?

Do not report the rollover of the 529 plan to a Roth IRA in the IRA section of the program (or any other section in your federal return).  You were correct again.  And yes, keep the Form 5498 and Form 1099-Q.
