Washington state does not have a personal income tax so there is not a Washington state program to purchase.
In the My Info section if you selected Washington state as your resident state and the program want you to purchase a WA state program, that is an error.
You will have to contact TurboTax support for assistance with this problem.

New this year is the option for customer who are entitled to the Washington state Working Families Tax Credit to purchase a Washington program. This program allows taxpayers entitled to the credit to file for it while completing their federal tax return in TurboTax.
If you don't qualify for this credit, or don't wish to use TurboTax to file it, you can follow the steps DoninGA lists above to request a refund or skip past the option to purchase it.
That does not work. I don't even have the WA return download or forms to remove. It blocks me from e-filing Federal because it tells me I need to also e-file state which I don't have as it is WA. I am not paying for a WA return because TurboTax thinks I may have a credit I do not qualify for.
@Necromonkey were you able to get this resolved with support? Turbo tax 2024 is also prompting me to download a washington state return that I do not want.
If you are still having an issue with WA state, please run a manual update to your software, @Necromonkey Here is an article describing the steps.
I just got off the phone with customer service, after reaching out to tier level 2 support, they said that there’s two different credits that people in wa can claim this year. One is for low income that didn’t get a big refund, and the other is for higher paying tax bracket that had to pay a lot of taxes. Either way, you’ll automatically receive credit. So I’d say be happy you get a little more for your refund!
I use 3 brokers for my stock portfolio and for record purposed I print off the tax information provided
The first 2 when I imported I was not asked to purchase the State program for WA - which there is no Income tax in the state
I imported the third Merrill Edge and that is when I was asked to purchase the WA state package - in reviewing the forms printed on the 1099-INT they included the state of WA on lines 15,16 and reported no tax withheld on line 17.
This maybe causing the request to purchase a state program that does not exist.
Return to the 1099-INT and make all the state boxes blank.
