Today is Dec, 25Tth, 2023, for urgent reason, i need to review my 2021 tax return. when i tried to start, it forced me update to the latest, i did, and when restart it after the update, it keep asking mee for license code for activation. i entered my code, it says "All available activations for that code have been used. Error code: 603". I purchesed on CD, and installed and used it for prepaaring my 2021 return. Aan I indeed shared the copy with other users as legally permitted. What is wrong and how can I get it back t owork?

It's not clear exactly what your sharing involved. Since it included "other users" it probably was not "legally permitted." The license agreement says that you can "install and use a copy of the Software on up to five (5) computers owned by you" [emphasis added]. If your copy of the software has been installed on computers owned by "other users," that is not "legally permitted" by the license agreement.
Also note the limit of 5 computers that the software can be installed on. TurboTax might have difficulty determining who owns each computer, but it can tell how many computers the CD has been installed on. If your CD has been installed on 5 computers, you have used up the maximum number of activations. It's not clear whether you know for certain how many computers the "other users" have installed it on.
The issue here is: why my turbotax installed two years ago needs another "activate"? it's activated when i installed and started to use on the exactly same computer. Does a license code expire? if the answer is NO, TurboTax should owe me an explanation.
we can't answer why it won't start. perhaps a computer update or something else. Once you activate reactivation shouldn't be necessary. I have Turbotax deluxe 2018-2022 installed. I am never asked to reactivate any version if use them
