First case: dependent 22 years old not 24 (24 not student can not be a dependent on someone)

If the 22 year old qualifies to be a dependent on another return, whether or not they are actually claimed, then they are not eligible for the stimulus payment. Amending a return to change the answer to the question about being claimed as a dependent after filing a return that was deemed true and correct can be construed as fraud if the reason is simply to be able to receive a stimulus payment.
It may or may not be legal, but it is certainly unethical, to choose not to claim an eligible dependent so that they will receive a stimulus check. If the person is qualified to be a dependent, they are not eligible for the stimulus payment. Choosing not to claim the dependent does not change the fact that you could have claimed them.
As for the timing of the stimulus payments, there is not a lot of definitive information available about that.
