2016 1099-INT interest Income statement sheet. How do I file? Also this person does not have. To file due to income earned is under minimum that is required. Help please!

Form 1099-INT is used to report interest income from banks, brokerages and other financial institutions. These earnings are always reportable and are usually (but not always) taxable. 

If you decide to file, the 1099-INT information would be in included in the Income section of TurboTax. Here are steps to access that section: https://ttlc.intuit.com/replies/3300478
