line 15 on 1099R is correct federal and state returns ok but school tax rejected. On form part C the payer's number is missing the last digit, but correct everywhere else.

So the 1099-R has entries in boxes 14 to 16 but not 17 to 19? Isn't the school tax in boxes 17-19?
"On form part C the payer's number is missing the last digit," Which Payer's number? The Payer's TIN on the upper left or box 15?
The problem is the Payer's number is 9 digit in box 15, but the tax form that files with the school tax drops the last digit so only 8 digits are shown. I have looked back several years and the records show the same payer no as 9 digit.
I have deleted the 1099R and then re-entered it with same results
Is this the problem for the rejection, error OH-PIT-068?
It may be related to the state payer ID number, but it may be something else instead. Here is something that may be causing the issue and it has helped others file successfully.
Look at your Form 1099-R entries. The state information shown in boxes 14 through 16 of Form 1099-R need to all have a value in them if there are any state taxes withheld.
If your Form 1099-R does not show a state ID number, enter the Federal ID number. If your Form 1099-R does not show a state distribution (box 16), enter the distribution amount shown in box 1. Do not enter zero for the distribution amount if state taxes were withheld.
If no state taxes were withheld, make sure all boxes 14 through 16 are empty. Do not enter a zero in the taxes withheld box.
