1099misc

I was appointed by a district judge in Travis County to serve as a panel member to hear property tax protest by home owners and businesses. I received a 1099 MISC for my time and of course no taxes were taken out. The only option Turbo Tax is giving me is as a business owner/self employee. Neither of these apply. How should I proceed.
