1099-R Non-Taxable income

<P>Turbo Tax NY State version incorrectly takes 1099-R non-taxable income (i.e, taxable portion of box 1 is zero) and includes it as taxable on NY State form IT-201. I could not find how to correct this mistake.</P>

How do I enter income from a Canadian pension plan which has a withholding tax deduct by Canada. Considered typing a 1099R but would like to get the Foreign tax credit.
