If the page where you enter your Form 1099-R has a box where you can enter information for box 16, then enter the same number as box 1.  That will clear the error message.

If the page for your Form 1099-R does not have a box 16 entry, that is something that is being addressed by the development team.  Please see the following TurboTax help article to register your email address and receive updates as they become available.

Why am I unable to enter my state distributions in my 1099-R?

I think it depends on what type of retirement plan (pension, annuity, 401k, IRA, etc.) you received income from last year, and what state you're filing from.  If the distribution came from after-tax contributions, you may already have paid state tax on that money, and don't have any further state tax liability for it.  Check boxes 5, 7, 9a and 9b to make sure your have correct entries in those first.  If all looks correct, box 16 might be "0."

TurboTax should handle the situations in which the distribution might not be taxable at the state level. Box 16 is just reporting how much the distribution was, not what is taxable at the state level.

So do as Annette said and enter the Box 1 amount in Box 16. If you enter your state of residence in your personal information, then if your state doesn't tax or all of the distribution (like military pension, etc.), then TurboTax will see the state in your personal information and in the pages after the initial entry of the 1099-R data, you will be asked about the source of the distribution so that TurboTax can properly report the taxable amount on the state return.
