1099-R , Box 15 - State pull down is missing Texas

When manually entering my 1099-R, the "Box 15 - State" pull-down menu does not include Texas.

To clear the field from a state I previously lived in, I deleted the form and re-entered it.

Texas does not have an income tax, so there is no point in entering any withheld tax.

It is common for 1099-R issuers to always enter a state abbreviation, even if they did not withhold any tax (box 14). In this case, boxes 14, 15, and 16 should be left blank.
