I got a 1099 Misc. It has a payer TIN but does not have a payers TIN or EIC or social or any kind of payer identification number. What should I do??

If I understand your question, the 1099-MISC does not have a TIN for the buyer/payee (person who received the payment) which should be you.  It could be that the payer did not have your SSN or EIN, but sent the 1099 with that field blank (that is the IRS instruction when you don't know the payee's number).  You should contact the payer and provide your SSN or EIN, because the payer is supposed to issue a corrected 1099.

You don't have to hold up your tax return filing waiting on a corrected 1099.  Simply enter the income in the appropriate section of TurboTax as if it were a 1099-MISC.  You can enter the correct SSN or EIN for the payee to avoid Review errors.

Actually there was a typo in my question. It does not have the payers TIN or EIN. It does have my social

Enter the 1099-MISC without the payer's EIN.  It shouldn't cause any problems.  If you get an error message when trying to file, then delete the 1099-MISC, and enter it as income not reported on Form 1099-MISC.  I very much doubt that it would result in an inquiry from the IRS, but if you receive a letter from them, simply explain the situation and what you did.  That should be the end of it.

I assume that is true for all types of 1099 forms? And especially for foreign payers who don't have a US TIN?

Yes, the IRS matches tax forms to the taxpayer that should report it, so for any forms missing the payer's identification, as long as the income is reported by the person that might be liable for the tax, it's good.

Only for a form entered in order to report a deduction or credit might it be an issue.
