Being self-employed, you are required to keep accurate business records of all your expenses and income, even if you don't get 1099-MISC forms. Theoretically, you should be able to file a tax returns without the 1099 forms because you already know what they will say.
(The only reason you would be required to wait for them is if you have inadequate records, or you are waiting to see if any of your income doesn't get 1099'd so you can leave it off the tax return and cheat on your taxes.)
