+++It appears that the 1099-MISC form shown under Wages & Income section in Turbo Tax is incorrect. In Turbo Tax these blocks are: 15-State Tax W/H, 16-State ID, 17-State Income. (see attached Figure #1).
+++However, on the IRS form I received from my company, these blocks are numbed as:
16-State Tax W/H, 17-State ID, 18-State Income. (see attached Figure #2)
+++It appears Turbo Tax is wrong as the 1099-MISC Form shown on IRS.gov is numbered as follows, which disagrees with the Turbo Tax numbering of the 1099-MISC form:
16-State Tax W/H, 17-State ID, 18-State Income. (see attached Figure #3)

Please clarify your question.
I do agree that the first picture does have the incorrect state number On the page.
However, where did you get that pages.
You stated you are on Desktop.
Did you see this in Step by Step, or FORMS?

I just tested this in desktop Deluxe, and user @ SCCoast is correct. However, it depends on "where" one chooses to enter the 1099-MISC. If one enters the 1099-MISC in the section "1099-MISC and Other Common Income" (as I suspect you did with your image above), then the boxes appear to be correct. But if one enters the 1099-MISC when encountered as one proceeds through the Rentals/Royalties interview, that's where the box numbers are not correct, starting with Box 13 and on. NOTE: In Forms Mode, the underlying Form 1099-MISC appears to have correct box numbers.
