1099-INT has interest from US EE Savings Bonds purchased after 1989, over 24 yrs old, in my name, and used for tuition this year for daughter. Why TT says no tax break?

TT says Looks like you won't get a tax break for your bond interest.  I can't find any combination of answers that *will* give deduction.  Is this a bug?
