1099-div and 1099-int box 14 State

Our Merrill Lynch 1099-div and 1099-int still has CA listed in box 14 even though we moved out of CA years ago and our address is updated to new address.  When I call Merrill, all i get is they don't know why CA is still the state on the 1099. 

So anyways, since $0 is withheld in box 16 to state, I'm assuming and hoping that the wrong state listed isn't a problem? because as silly as it appears Merrill cannot fix this issue with the state listed on the 1099s.

Correct, as long as no state tax was withheld, you needn't file a California state return for those forms since you are not a resident or part-year resident of California.
