My two children lived abroad with us for the entire 2021 so are not elegible for the Child Tax Credit. The Page 1 boxes are checked off and I do not see how to change that.
Any help would be appreciatred.

Are you receiving credit for Child Tax credit on your return? Look at line 28 of Form 1040. If this line is blank that you are not getting credit and I would not be concerned that these boxes are checked because TurboTax has not calculated the credit.
If you are getting the credit, you should go back to the Deductions and Credit section and scroll to You and Your Family, and then click on Visit All and make sure you have answered all the questions correctly. Make sure you have answered "NO" to the question "Did you have a principal place of residence in the US for more than half of 2021?"
Turbotax is not computing a credit amount but my concern is that with the boxes checked, the IRS might.

The IRS will not add child tax credit to your refund. You have to ask for the child tax credit in order to receive it.
@JillS56 is correct that when you marked NO to living in the US that should have handled the checkmark.

I did check the "not living in the U.S" box and the form is not being generated. But the 1040 Page 1 box is still checked and I do not see how to override it. I am reassured that IRS will not now refund the credit.
I've just gone over the input again and even though I answered the question for the two dependent children that they lived for zero months in the U.S., when I continue to next screen and then go back, the input has been changed to "6" months. I tried using 5 months but the software is changing it to 6 months. It will only accept a number of 6 or greater. This sounds like a programming bug?
Update: even worse. When I exit the return and come back, the answer for time lived in the U.S. has been changed to "The Whole Year".
