My wife and I just completed our 2019 taxes and we're getting small (under $1,000) refunds. When we printed out the final forms, TurboTax included 2019 Form 1040 ES Payment Vouchers indicating we should send in estimated quarterly payments of $,1003.00 per quarter. We are W-2 wage earners, never filed estimated payments, and almost always get back small refunds. Why would we now be liable for estimated payments if we just received a refund?"

If you are both employees on W-2s, you can disregard these vouchers. They only apply to self-employed people.
