I'm on TT download. I took the federal standard deduction. I need to itemize the CA state deduction, which is allowed. What exactly do I need to do to make that work?

In order to itemize deductions on your state return, you must first enter them on your federal return. Everything you enter into your federal return is carried over to the state return.
