Yes, you definitely need to fill out form 2441 since you had pre-tax dependent benefits on your W-2.  If you don't fill out form 2441, the pre-tax benefits will become taxable income on your return.

Yes, if you want to claim the dependent and child care credit then you will need to visit that section of TurboTax.
