As a self employed taxpayer, can I deduct the Medicare Part B premiums and the cost of supplemental insurance?

Yes, this is deductible as self-employed health insurance.  If you entered your Medicare B premiums with your SSA-1099, then you will not re-enter them, you will only enter the supplemental insurance costs under the self-employed health insurance section.  TurboTax will transfer the entries from your SSA-1099
