Yes, driving for Lyft is consider self-employment, even if brief and part time. 

All income earned beyond a W-2 is considered self employment; if your income was greater than $400, it needs to be reported on your federal tax return.

The net income, after expenses are deducted, is income that is considered for tax credits, such as the Earned Income Credit and should be reported when purchasing health insurance.
