As the link from ee-ea shows, work expenses, if you are an employee receiving a W-2, have not been allowed as a miscellaneous itemized deduction since Tax Year 2018. The exceptions are if you are self-employed, an armed forces reservist, a qualified performing artist, or you are disabled and have impairment-related expenses.
Some states still allow employee business expenses that were eliminated for the 2018 tax year if that is what you need the deduction for. You only referred to uploading a work expense receipt. Unless the firm you wish to upload from has been approved by Intuit, you would not be able to upload that item and would have to enter it manually.
If you live in a state that still allows miscellaneous employee business expenses you would enter that amount first in the Job expenses for W-2 income on the Federal side and then check in the state section of TurboTax to make sure it transferred in properly.
