Most taxpayers can see an 8889-T and an 8889-S (taxpayer and spouse respectively), whether or not one or the other has an HSA. If an 8889 is not needed, it won't be filed.
Since the HSA is owned by the individual, each taxpayer can have their own HSA, hence their own 8889.
