Is there an error on a W-2? Do you have a W-2 that reports income to North Carolina in boxes 15 through 17?

yes i do so should i file both state?
If you actually worked in North Carolina, while living in South Carolina you will file a North Carolina nonresident return, followed by a South Carolina resident return.
South Carolina will give you a tax credit for the taxes paid to North Carolina but since NC taxes are lower than SC you could still owe a balance to SC (this will depend on many things).
If you also work in South Carolina, you need to reach out to your employer to be sure that they update the state in their payroll system to South Carolina. You will still need to file a North Carolina return, but you'll need to show that the income wasn't earned in NC and was withheld in error to get a refund of taxes withheld. You will do this in the NC return portion of TurboTax by indicating that $0 of the income was earned in NC. If this is the case, there will be no credit on the SC return and you'll need to make arrangements to pay the SC balance due and wait for a refund from North Carolina.
