There wouldn't be any taxes paid on the state level in 2020 that would be deductible on your 2021 tax return. You can deduct up to $10,000 in state income taxes (or sales taxes in their place) and property taxes on your federal return. Any taxes in excess of that amount cannot be carried over to the next year.

To clarify the situation:
Last year, due to complicated issues, I had a CPA do my taxes. He shows that I have FEDERAL CARRYOVERS to my 2021 taxes listed as "Deductible State and Local Taxes".
I believe the 2020 CA state taxes I paid in 2021 (due to the sale of a rental property) should be deductible on this year's taxes? If this is correct do I just add the amount to my current withholding for state taxes in Turbo Tax? The program doesn't show a line item for this situation.
