I received a Railroad W-2 and the form has no Social Security taken out but in box 14 there is Tier 1 railroad and tier 2 railroad withdrawals. When I put this into the program its state that my employer took to much out and I need to get a new w-2. The box 14 tier 1 and 2 are railroad retirement which is separate from Social Security but the program will not let me go any further.

Social Security should not be withheld for Railroad employees.  Railroad employees are not covered under Social Security.  Boxes 3, 4, 5, 6, and 7 of Form W-2 apply for employees covered under the Federal Insurance Contributions Act (FICA) and should be blank for railroad employees.

Did you enter RR Tier 1 and Tier 2 in Box 14?  If so, it should not cause any problems, as box 14 is informational only.

I would check with your employer to make sure that they did not withhold too much.

This explanation does not match my situation. I am a retired railroad employee since 1/1/18. During 2019 I received a back pay check which had rrt1, rrt2, rrtm and fed/state taxes withheld.  After I entered the W2 info and continue I receive a message that too much rrt1 was withheld and to contact my employer for a refund and a corrected w2. The amount withheld was 6.2 % and total wages were below the $132,000 max for withholding. If I contact my employer what do I tell them for the reason I am due a refund?

After you choose the drop down for Tier 1 and Tier 2 RR withdrawals:

ADD another line 14 entry with the same amount as in Box 1 Wages. Select code - "Railroad Compensation." Code RR

You received the error message because the amount on Line 14 is greater than allowed, but entering the above information will allow your railroad income to be properly reported.
