I am a New York state resident and went through the New York tax return on TurboTax and I get to the end just like in the Federal where it shows your deductions and lets you choose Itemized or Standard, but I am unable to choose Standard Deduction. It forces it to be itemized with no prompt to do otherwise.

TurboTax automatically uses itemized deductions on your New York tax return if your New York itemized deductions are more than your New York standard deduction. I don't see any way to force it to use the standard deduction. I don't know why you would want to do that, since it would mean paying more tax or getting a smaller refund.
