Two gigs for same company, same type of work. One 1099 is fully filled out. The other is all blank except for things like Company name, EIN, and my wages AND Box 19. Local income tax amount is different from one 1099 to the other, so would I be right to add both Box 19 totals together and submitting it as one single 1099?

There is no box 19, and no local income tax, on a Form 1099-NEC or 1099-MISC. It sounds like the form you have is a W-2. Is that what it is? Is box 1 labeled "Wages, tips, other compensation"? If so, it's a W-2.
If it is a W-2, what exactly is in box 19 on each form? Is there anything else in that box besides the amount? What is in box 20 on each form? Employers sometimes put things in box 19 that don't belong there. What state did you work in? Did you work in two different locations, in different cities or towns?
If what you have is a W-2, of course, you cannot enter it as one 1099 or two 1099s. You have to enter it as a W-2.
Hi. No, I made an error there: these are W2s and not 1099s.
To clarify: Same company, same gig, work done from same state, same address. I was hired for the spring project and then brought back for the summer one.
One W2 is fully filled out. On the second W2, boxes 1-14 are blank. Boxes 15 and 16 reiterate the same State, Employer's state ID, and wages as the first W2. Box 18 reiterates same local wages as the first W2. But Box 19 has a different amount for local income tax and Box 20 has a slightly different code.
And I suppose I've figured it out. I have added all figures on both W2s and they come perfectly to the gross amount I earned from these folks, so entering the W2s twice on my income tax return incorrectly doubles my earnings.
What I will do is enter the filled out W2 and simply add the Box 19/local income tax on the second W2 to the amount in the first Box 19. It all adds up correctly.
