Form 4684 is used to report Casualties and Thefts. Page 4 of this form is specifically geared to disaster relief and it has not been released yet by the IRS.

Do I wait till the form is available then fill complete my taxes on turbo tax? Because it’s going to automatically decrease my tax refund if I don’t
Yes. If the deduction is going to increase your refund, wait until the form is available to file your income tax return.
The form is saying available 03/04/2021 but it's still not popping up on turbo tax.

It has 03/04/2021 of when the form is available, or do I have to wait till it actually says "available" because I am currently not seeing that option when I follow the above steps.
