To save retyping in TT 2018 can I keep the full charity listing from TT 2017 but enter 0.00 for the ones I didn't donate to in 2018?

I generally give to the same group of charities, but some years I skip a few. Can I keep the full list from 2017 but type 0.00 in the amount, ie, not have to type the name etc of the charity as a new entry in 2018?

It depends on how you want your backup lists too look.  That info doesn't go to IRS; that's there for your records.
