Can I deduct for raw materials paid for a new house in 2015, reimbursed by builder in 2016, then given a 1099 for the income in 2017? And, if yes, what year do I deduct?

I personally paid for raw concrete for my basement, written to concrete company in 2015.  I received reimbursement from my builder in 2016.  I then received a 1099 for the reimbursement in 2017.

Those raw materials are not Expense; they are invested in that house = part of your Basis.

No one should be issuing a 1099 to anyone for Materials, either. I recommend you post this as misc income and misc expense on the 1040.

EXPENSE IN 2015, INCOME IN 2016....A 1099 NEEDS CLAIMED AS INCOME IN 2016
